\nS U D E S P A C H O.-<\/p>\n

De mi mayor consideraci\u00f3n: <\/strong>Impuesto del Proyecto denominado
\n\u201cEstrategia de Eficientizaci\u00f3n del Transporte P\u00fablico Urbano de Pasajeros\u201d,<\/strong>
\nimpulsado por vuestra administraci\u00f3n y a t\u00edtulo de colaboraci\u00f3n, respetuosamente digo:
\n1) Es cierto que el Servicio de transporte p\u00fablico de pasajeros no es de excelencia, pero si no se considera el contexto se equivocan en el diagn\u00f3stico. La crisis tiene como componentes: quita del subsidio nacional; p\u00e9rdida<\/strong>
\ndel 45% de pasajeros desde la pandemia; Inflaci\u00f3n; aumento indiscriminado de los costos operativos; inestabilidad econ\u00f3mica y financiera del sector; falta de control y fiscalizaci\u00f3n de las aplicaciones de autos y en especial las motos.<\/strong><\/p>\n

2) El transporte p\u00fablico de pasajeros reviste la calidad de servicio p\u00fablico no domiciliario, por lo que debe satisfacer las necesidades de car\u00e1cter general en materia de transporte, en igualdad de condiciones para todos los usuarios.<\/p>\n

3) Ser\u00eda un grave error dificultar el acceso directo a establecimientos escolares, facultades, hospitales, sanatorios, consultorios e instituciones p\u00fablicas como Subsidio de Salud, PAMI, ANSES etc., por la divisi\u00f3n en 7 anillos.<\/strong><\/p>\n

4) Esa divisi\u00f3n en 7 anillos favorecer\u00e1 el uso de LAS APLICACIONES EN DETRIMENTO DEL TRANSPORTE PUBLICO DE PASAJEROS, YA QUE EL USUARIO AL TENER QUE ABORDAR DOS O MAS BONDIS EL COSTO DEL PASAJE SERA
\nSUPERIOR AL DE LA APLICACION CON LA QUE TENDRA UN VIAJE DE PUNTO A PUNTO, GENERANDO MAYOR PERDIDA DE PASAJEROS AL SECTOR EL TRANSPORTE PUBLICO.<\/p>\n

5) LA DIVISI\u00d3N TERRITORIAL EN ANILLOS, TAMPOCO VA A GARANTIZAR UN EFICIENTE E IGUAL DISTRIBUCION DE LA RELACION KM\/PASAJERO, BENEFICIANDO A UNOS Y PERJUDICANDO A OTROS.<\/strong><\/p>\n

PROPUESTA:
\n1) CONVERTIR AL SECTOR EN UNA MEGA UTE O SOCIEDAD ANONIMA CON LAS 14 EMPRESAS ADENTRO, ELIMINANDO LA SUPERPOSICION DE RECORRIDOS, TORNANDO MAS EFICIENTE LA FRECUENCIA HORARIA; SE AMPLIARIAN LOS RECORRIDOS A LAS ZONAS NO CUBIERTAS Y SE PODRIAN FUCIONAR TALLERES Y COMPRAS DE INSUMOS.<\/p>\n

2) 10 A\u00d1OS DE INCENTIVOS FISCALES.<\/p>\n

3) CREAR UN FONDO FIDUCIARIO POR 10 A\u00d1OS PARA FINANCIAR LA RECONVERSI\u00d3N DEL TRANSPORTE DE PASAJEROS.<\/strong><\/p>\n

4) IMPLEMENTAR SERVICIOS DIFERENCIALES DE PUNTO A PUNTO CON POCAS PARADAS.<\/p>\n

5) RECONVERTIR EN UNA PRIMERA ETAPA EL SISTEMA DE COMBUSTION PASANDO DE GAS OIL A BIODIESEL; EN UNA SEGUNDA ETAPA PASAR AL GAS CON LA PARTICIPACION DEL ESTADO.<\/strong><\/p>\n

6) REGULARIZACION Y CONTROL DE LAS APLICACIONES, donde los conductores POSEAN Licencia de Conducir Profesional, DE TAL MODO QUE TODOS SEAN MAYORES DE 21 A\u00d1OS.<\/p>\n

7) LICENCIA DE CONDUCIR PROFESIONAL PARA LOS CONDUCTORES DE APLICACIONES EN MOTO YA QUE<\/strong>
\nTRANSPORTAN PASAJEROS.<\/strong><\/p>\n

8) En el caso particular de la Licencia de Conducir Profesional para CONDUCTOR DE MOTO-APLICACI\u00d3N QUE ESTA TRANSPORTANDO PASAJEROS, la ley 24.449, en su Art. 2\u00b0, prev\u00e9 que: \u201cLa autoridad local correspondiente podr\u00e1 disponer por v\u00eda de excepci\u00f3n, exigencias distintas a las de esta ley y su reglamentaci\u00f3n, cuando as\u00ed lo impongan fundadamente espec\u00edficas circunstancias locales\u201d. De este modo tambi\u00e9n el conductor de MOTO APLICACI\u00d3N deber\u00e1 tener m\u00ednimo 21 a\u00f1os.<\/p>\n

9) Que las empresas digitales sean solidariamente responsables con los prestadores del servicio; que tributen todos los impuestos y tasas locales; que est\u00e9n inscriptas en la Secretar\u00eda de Movilidad Urbana;<\/strong>
\nque est\u00e9n inscriptas en el ARCA Y que tengan seguro de transportado.<\/strong><\/p>\n
