Manzur dejò 248 cargos jerárquicos en el Ejecutivo y Jaldo eliminó 50 en el “primer corte”
El gobernador Osvaldo Jaldo concretó la eliminación de 50 áreas del Gobierno provincial, tras la primera revisión efectuada por su equipo técnico sobre la estructura implementada por su antecesor, Juan Manzur. El «achique» representa una reducción del 14% de los despachos jerárquicos del Poder Ejecutivo (PE), según el balance oficial.
El domingo, en el acto de asunción en el teatro San Martín, el mandatario había expresado en su discurso el objetivo de lograr «un Estado más chico, pero más eficiente».
Para avanzar con estas medidas, el gobernador avanzó con un recorte en el organigrama del PE, efectuado sobre la base de los informes proporcionados por los funcionarios técnicos.
En el comparativo, la gestión de Manzur se cerró con 248 autoridades de diferentes niveles jerárquicos (10 ministerios, 36 secretarías, 43 subsecretarías y 159 direcciones).
El nuevo modelo, en tanto, contempla 198 despachos, con reducciones en todas las categorías (nueve ministerios, 34 secretarías, 19 subsecretarías y 136 direcciones).
Uno de los pasos que sigue es cuantificar cuánto dinero representa este «ahorro» de despachos en el ámbito del PE, en momentos en que se definen los lineamientos del proyecto del Presupuesto General de la Provincia para el ejercicio 2024.
«Esto va en dirección de lo que planteamos como política de gobierno: un Estado más chico, pero más eficiente», expresó Jaldo.
Valoró el resultado de estas primeras medidas: «eliminamos cargos políticos e institucionales que consideramos innecesarios o superfluos», añadió.
Y anticipó que estas acciones formaron parte «de una primera etapa, un primer corte». «A partir de ahora, cada ministerio irá evaluando», señaló el gobernador.
Un DNU a la Legislatura
Este lunes, el mandatario firmó el decreto de necesidad y urgencia (DNU) N° 1/1, que establece el rediseño del gabinete de ministros, con la fusión de las carteras de Economía y de Desarrollo Productivo y la reasignación de competencias.
«Ante la apremiante situación económica que atraviesa nuestro país, es necesario adoptar acciones y medidas tendientes a restablecer el equilibrio financiero de la Provincia, controlar el gasto público y maximizar sus recursos», sostuvo Jaldo en los considerando del DNU, que ya ingresó vía mesa de entradas a la Legislatura.
Por esta vía, el gobernador dispuso una modificación sobre la Ley de Ministerios (8.450).
El instrumento detalla que, para cumplir aquellas metas, «resulta imperioso modificar la estructura organizacional del Poder Ejecutivo, mediante mediante la optimización de sus áreas y la reducción de sus dependencias».
A su vez, añade, se apunta a «lograr una mayor eficiencia en el ejercicio en las funciones de los ministerios», por lo que «es pertinente reasignar sus competencias y organismos, de manera tal que satisfagan oportunamente las demandas de la población».
Según el DNU 1/1 -que lleva la firma de todos los ministros, «la contención del gasto tiene como prioridad mantener la estabilidad laboral de los empleados estatales y el cumplimiento de las obligaciones salariales, procurando afectar en la menor medida de lo posible al sector de los trabajadores del Estado».
Y consigna distintos cambios establecidos por el gobernador. Entre ellos, la fusión del Ministerio de Economía y Producción; y la transferencia al ámbito del Sistema Provincial de Salud el Servicio de Salud Ocupacional de la Provincia (Se.SOP) y de Aeronáutica-Sanitaria Oficial de la Provincia.
Si bien es facultad del Poder Legislativo, a propuesta del Ejecutivo, fijar el número, funciones y competencias de los ministros y secretarios, «la urgencia con que deben resolverse las situaciones indicadas ameritan el dictado de un decreto acuerdo de necesidad y urgencia, conforme a las facultades conferidas por la Constitución de la Provincia», añadió Jaldo en los considerando.
